What was the status of Cllr Moon at the Planning committee meeting of 17th July? Given that, as has already been established, Cllr Moon was neither a member of the Planning Committee, nor entitled to vote at that meeting, he was clearly not a "''substitute Councillor''" as defined in the Planning Committee's remit<sup>[1]</sup>. According to the standing orders and remit, his status at the meeting seems to have been identical to that of Cllr French who, as a non-member of the Planning committee, sat with members of the public.
