Someone has written to MP Monica Harding to complain about planning application 2025/0003 for 31 Stevens Lane. π΄ A developer is hoping to build up to 60 homes on Green Belt land behind Raleigh Drive. π΄ The Parish Council is considering paying for legal advice to help deal with any associated application. π΄ The Gents loo has been bricked up at the Station, apparently without permission.

Minutes of the Planning Committee Meeting of Claygate Parish Council held on Thursday 24th April 2025 at 7.30pm at Claygate Village Hall, Small Hall, Church Road, Claygate

1. | Apologies for absence. |
Apologies of absences were received from Cllr Moon and NVAs John Burns, John Ovenden, Vanessa Relleen and Clive Thompson. |
2. | Declarations of interest in the agenda. |
Cllr Collon confirmed a declaration of interest in Item 8 β Planning application 2025/0398. Cllr Herbert confirmed a declaration of interest in Item 8 - Planning application 2025/0062. |
3. | Confirm the minutes of the 27th March 2025 Planning Committee meeting. |
These were agreed to be a correct record of the meeting and signed and dated by Cllr Sheppard. |
4. | Review actioning of items from previous minutes and agree any further action required. |

6. | Review planning correspondence, notification of applications and outstanding results and agree any action required. | |
Cllr Sheppard had received a copy of a letter from a resident to our MP regarding proposed developments at 31 Stevens Lane, Claygate. It was agreed that Cllr Sheppard should forward this to Suzanne Parkes. ACTION β Cllr Sheppard. Pγ010 Raleigh Drive residents have received a consultation letter from Woolf Bond, announcing their intention to revive their application under the new NPPF for up to 60 houses on Green Belt land north of Raleigh Drive. It was discussed as to whether the CPC should spend some planning budget on getting some professional advice on how we may deal with the forthcoming application.

8. | Review report on applications decided, and appeals lodged and decided since last meeting and agree any action required. |
None. Once again there appear to be quite a few differences between CPC's opinions of applications and EBC's decisions. Cllr Sheppard to contact Paul Falconer on this and invite his opinions. ACTION β Cllr Sheppard Pγ012 |
9. | Discuss planning applications from Elmbridge Borough Council (EBC) Weekly Planning Lists (https://www.elmbridge.gov.uk/planning) for the following weeks and agree responses required: w/e 28th March, 7th, 4th and 11th and 18th April. |
Please see attached letters to EBC T Plan (Appendix 2). |
10. | Receive a report on EBCβs East Area Sub Committee Meeting and agree any action required. |
Nothing to report. The next meeting will be held on Monday 2nd June. |
11. | Receive a report on EBCβs Planning Committee Meeting and agree any action required. |
Cllr Bray reported that there was nothing at the meeting that affected Claygate. |
12. | To consider NPPF and Elmbridge Local Plan developments and agree any action required. |
Nothing new to report at this time. The Planning Infrastructure Bill is currently going through Parliament. |
13. | To discuss communication of any key decisions to residents and agree any action required. |
The Gents toilets have been bricked up at the train station—a listed building—without consent and planning permission. Clerk to write to T-Plan to find out how and why this happened.
