Cllr Bray confirmed that there is currently no update on this.

To update on the LSI issue.
|
|
Cllr Bray noted that, following the SCC/CPC zoom call some months ago, the matter had arisen at an EBC/CPC liaison meeting more recently. Dawn Crewe said EBC had not picked up, from exchanges with SCC, that a community which did not want 20mph zones would not get money from the LSI fund. CPC had supplied information to this effect, in particular SCC's statement that they had a prioritization tool to which all the relevant communities in Surrey are subjected. This tool ranked communities which did not wish to accept 20mph zones near the bottom of the list, meaning they would be most unlikely to secure LSI funding.

To discuss EBCβs Climate Change Citizens Panel (CCCP).
|
|
Cllr French confirmed that she has now attended several meetings as the Parish Council representative on the CCCP Advisory Group. The CCCP comprises 22 randomly selected residents who reflect the diversity and demography of Elmbridge. The panel will meet for six six-hour sessions to produce a set of recommendations in October to help shape EBCβs response to climate change.

Ben Full reported that the crossing on Church Road was due to be started in the Autumn. He commented that the Fix My Street app was not always up to date. He talked about speed and road safety. The 30-minutes free parking was not well advertised in the village, and he will speak to Leo Tye of the Shops and Businesses group to ask the shops to make their customers aware. To continue to investigate the possibility of better signage.

To discuss prioritisation of village roadworks.
|
|
Cllr Bray noted met Amanda Richards—Assistant Director Highways, Network and Asset Management, SCC Highways & Transport Service—at a recent SCC Highways Open Day and discussed a number of points. As regards the prioritization of road works in the village, CPC will need to develop a ranking list and liaise with the SCCllr of the day, going forward. To discuss the brash pile on The Firs verge.

|
A resident had written to the Clerk noting the sighting of a rat at the brash pile and seeking CPCβs response. Cllr Bray had consulted Bill Raspin who in turn had consulted professional pest controllers, who had told him what evidence to look for to prove the presence of a colony of rats. Bill noted that there is, currently, no such evidence. Accordingly the committee agreed that, while we should keep the matter under monitor, no action as such is required at present. To discuss recent correspondence regarding Blue Heart status for ten verges in Claygate, and agree appropriate action.
|
|
Bill Raspin spoke about his work in getting certain verges in the village designated as Blue Heart areas. He noted that the Claygate Village Association had given their support to the idea and he had come to the meeting to request that CPC EH&TC do likewise. After a brief discussion, the committee agreed that it was pleased to do so. It was agreed to write a letter to do this. Also to add our support to our social media and website and to discuss this with Peter Whitehead for inclusion in the next edition of the Claygate Courier.

To discuss recent correspondence with Castle Water (CW) and agree any appropriate action.

|
Cllr Bray reported that this is a significant issue given that CPC believes it has been wrongly billed c.Β£2.4k [in two tranches] by CW, who have removed this money from our account by direct debit, before same was cancelled. CW are proving extremely difficult to deal with, but he is progressing our efforts to recover our funds. [NB: an onsite meeting on 25-JUL-25 resulted in the meter being located and found to read 00000.008!! So, good news, and progress] ACTION β Cllr Bray Eγ026
