Three councillors apologised for their absence. π© Given Cllr Moon's absence, the decision on whom to propose as vice-chairman of the committee was postponed until the next meeting. π© Since Peter Stevenson's departure, no replacement for the post of non-voting advisor from the Environment working group had been found. Vanessa Relleen (in the public gallery) was happy to accept the suggestion that she could stand for the post. This was swiftly accepted unanimously before she could entertain any second thoughts. π© No replacement for Ben Full had been found as representative from the Traffic and Parking working group. There is a suggestion that this working group be merged with Shops and Businesses. π© The crash on Hare Lane at the junction with Loseberry Road—a Porsche and a motorbike—raises further questions about the speed limit on Hare Lane and the proposed development behind Raleigh Drive. π© New Surrey County Councillor Andy Burton said it was important for him to maintain good relations with the Parish Council.

Minutes of the Environment, Highways and Transport Committee Meeting of Claygate Parish Council held on Thursday 28th August 2025 at 8.30pm at Claygate Village Hall, Small Hall, Church Road, Claygate

Election of Chairman.

Cllr Bray was proposed for the position of Chair by Cllr French and seconded by Cllr Herbert. Carried unanimously.

It was proposed to defer this until the meeting in September when there will be a full Committee. Proposed by Cllr Bray and seconded by Cllr French. Carried unanimously.

Appointment of Non-Voting Advisors.

NVA Peter Stevenson agreed to continue until a replacement could be found.

Having been unable to find a replacement for himself as NVA for the Transport & Parking Group Ben Full had written to Cllr Bray with a suggestion that the Transport and Parking Group be merged with the Shops and Businesses one. Cllr Bray had received several pieces of correspondence since the last meeting and circulated a report which is attached.

To discuss the K3 bus.
|
|
Cllr Bray informed the committee that he had been in touch with Malcolm Claridge who works for First Bus. There are currently no new updates because most of his time in the last two months has been taken up with the rebranding of the business. However, he was due to meet TfL on Tues, 3rd September when this issue might arise. He is aware that we do not wish to prejudice our existing service.

To discuss EBCβs Climate Change Citizens Panel [CCCP].

Cllr French confirmed that the last session will be held at the end of September and that there is currently no update to report.

To receive a Speed Watch report.
|
|
Cllrs had received Mark Tβs report but, in his absence, there was no discussion thereof.

To receive a report from the Environment and Sustainability group.
|
|
In the absence of Peter Stevenson there was no report.

To receive a report from the Transport and Parking Group.
|

Due to there being no one currently speaking on behalf of this group, there was no report.

Prioritisation of village roadworks.
|
|
It was agreed to delay this until the next EHTC Meeting in October.

To discuss the painting of double yellow lines around the junction of The Causeway and Church Road.
|
|
Members agreed that painting double yellow lines around this bend was a good idea. It was agreed that Cllr Bray should add this to our response to the TRO consultation.

17) To review SCCβs Traffic Regulation Order.
|
|
Members were approving of the proposals for Claygate contained in the TRO document. Cllr Bray was asked to respond accordingly on our behalf, including, as above, a request for double yellow lines around the Church Road Causeway bend.

18) To review and discuss the sightlines at the junction of Hare Lane and Loseberry Road.
|
|
It was discussed that there had been a rather nasty accident at this site recently. Cllr Burns had recently written a powerful piece about the dangers at this junction in connection with the planning application in respect of Land North of Raleigh Drive. The hedges and bushes at 39 Hare Lane make the sightlines for traffic at the junction dangerous. However these are protected by a TPO. Cllr Bray had established with EBC that the best course, in the event we believed action should be taken, was to raise a FixMyStreet report.
The proposal was to submit a FixMyStreet report along with photos from the recent accident. This was proposed by Cllr Bray and seconded by Cllr French. Carried unanimously.

19) To update on the recent correspondence on Blue Hearts in the Village.
|
|
Cllr Bray had written a letter confirming that the Committee fully support the Blue Hearts proposed in the Village. The Clerk had been in touch with the contractors who take care of the garden sites to ask that, between April and October, two relevant sites are not mown. This was confirmed in writing by the contractor. We were also informed that more sites were to be requested for the next meeting. To leave this on the agenda for the next meeting in October. To discuss the proposed bench on The Parade.
|
|

To update on current situations regarding high kerbs, car park signage and illegal parking at the Station on the Parade.
|
|
Cllr Bray had asked SW Railway for an update shortly before the meeting, but none had been forthcoming. [NB: The update came through on Sept 2nd and was circulated by Cllr Bray. It is clear that SWR are working on the issue.]

To consider a first approach to our new SCCllr and agree appropriate actions.
|
|
Cllr Burton was in attendance at this meeting, and took part in relevant discussions during the meeting and took away relevant actions. Therefore, this was not required. Cllr Bray congratulated SCCllr Burton on his election and reported that we were all looking forward to working with him in the very near future. SCCllr Burton said he was happy for there to be a standing item in our agenda going forward enabling him to report, as appropriate, in person, or in writing.

Matters for Information Purposes.

The Triangle on Stevens Lane was discussed and questions were asked on how improvements could be made to make this safer. Cllr Bray noted he had had a discussion with Cllr Burns—who is a professional Highways Engineer—and that he had views that significant improvements could be made at modest cost.
