Three councillors apologised for their absence. 🟩 Given Cllr Moon's absence, the decision on whom to propose as vice-chairman of the committee was postponed until the next meeting. 🟩 Since Peter Stevenson's departure, no replacement for the post of non-voting advisor from the Environment working group had been found. Vanessa Relleen (in the public gallery) was happy to accept the suggestion that she could stand for the post. This was swiftly accepted unanimously before she could entertain any second thoughts. 🟩 No replacement for Ben Full had been found as representative from the Traffic and Parking working group. There is a suggestion that this working group be merged with Shops and Businesses. 🟩 The crash on Hare Lane at the junction with Loseberry Road—a Porsche and a motorbike—raises further questions about the speed limit on Hare Lane and the proposed development behind Raleigh Drive. 🟩 New Surrey County Councillor Andy Burton said it was important for him to maintain good relations with the Parish Council.

Minutes of the Environment, Highways and Transport Committee Meeting of Claygate Parish Council held on Thursday 28th August 2025 at 8.30pm at Claygate Village Hall, Small Hall, Church Road, Claygate

Present:	Chair: Cllr Bray—who was elected chair.
Council Members:	Cllr French and Cllr Herbert
In attendance:	Clerk & RFO Dawn Lacey, NVA Caroline Stevenson, SCCllr Andy Burton and 10 members of the public.

1.	Apologies for absence.
	Apologies were received from Cllr Burns, Cllr Holt and Cllr Moon.

2.	Declarations of interest in the agenda.
	None.

3.	Election of Chairman.
	Cllr Bray was proposed for the position of Chair by Cllr French and seconded by Cllr Herbert. Carried unanimously.

4.	Election of Vice-chairman.
	It was proposed to defer this until the meeting in September when there will be a full Committee. Proposed by Cllr Bray and seconded by Cllr French. Carried unanimously.

5.

Appointment of Non-Voting Advisors.

NVA Peter Stevenson agreed to continue until a replacement could be found. Proposed by Cllr Bray and seconded by Cllr Herbert. Carried unanimously. Having been unable to find a replacement for himself as NVA for the Transport & Parking Group Ben Full had written to Cllr Bray with a suggestion that the Transport and Parking Group be merged with the Shops and Businesses one. Cllr Bray noted he had discussed this with Cllr Holt and that he expected this to be on the full PC agenda on Sept 25th. ACTION: Clerk to include in the CPC agenda for September 25th. E㉕027 To propose Vanessa Relleen as an NVA for the EHTC Committee. Proposed by Cllr Bray and seconded by Cllr Herbert. Carried unanimously.

6.	To confirm the minutes of the previous meeting held on Thursday 24th April 2025.
	There was one small adjustment to the dates and then these were agreed to be a correct account. These were signed and dated by Cllr Bray.

8.	To discuss any recent correspondence received and agree appropriate actions where required.
	Cllr Bray had received several pieces of correspondence since the last meeting and circulated a report which is attached.

9.	To discuss the K3 bus.
	Cllr Bray confirmed that there is currently no update on this.

10.

To update on the LSI issue.

Cllr Bray noted that, following the SCC/CPC zoom call some months ago, the matter had arisen at an EBC/CPC liaison meeting more recently. Dawn Crewe said EBC had not picked up, from exchanges with SCC, that a community which did not want 20mph zones would not get money from the LSI fund. CPC had supplied information to this effect, in particular SCC's statement that they had a prioritization tool to which all the relevant communities in Surrey are subjected. This tool ranked communities which did not wish to accept 20mph zones near the bottom of the list, meaning they would be most unlikely to secure LSI funding.

11.	To discuss EBC’s Climate Change Citizens Panel (CCCP).
	Cllr French confirmed that she has now attended several meetings as the Parish Council representative on the CCCP Advisory Group. The CCCP comprises 22 randomly selected residents who reflect the diversity and demography of Elmbridge. The panel will meet for six six-hour sessions to produce a set of recommendations in October to help shape EBC’s response to climate change.

12.	To receive a Speed Watch report.

13.	To receive a report from the Environment and Sustainability group.
	Please find attached a report from NVA Peter Stevenson.

To receive a report from the Transport and Parking Group.

Ben Full reported that the crossing on Church Road was due to be started in the Autumn. He commented that the Fix My Street app was not always up to date. He talked about speed and road safety. The 30-minutes free parking was not well advertised in the village, and he will speak to Leo Tye of the Shops and Businesses group to ask the shops to make their customers aware. To continue to investigate the possibility of better signage.

15.

To discuss prioritisation of village roadworks.

Cllr Bray noted met Amanda Richards—Assistant Director Highways, Network and Asset Management, SCC Highways & Transport Service—at a recent SCC Highways Open Day and discussed a number of points. As regards the prioritization of road works in the village, CPC will need to develop a ranking list and liaise with the SCCllr of the day, going forward. Cllr Bray said he hoped that the T & P Advisory Group could develop that ranked list. ACTION – Cllr Holt E㉕020

17.

To discuss the brash pile on The Firs verge.

A resident had written to the Clerk noting the sighting of a rat at the brash pile and seeking CPC’s response. Cllr Bray had consulted Bill Raspin who in turn had consulted professional pest controllers, who had told him what evidence to look for to prove the presence of a colony of rats. Bill noted that there is, currently, no such evidence. Accordingly the committee agreed that, while we should keep the matter under monitor, no action as such is required at present. Cllr Bray to write to the resident to confirm this. ACTION – Cllr Bray E㉕022

18.

To discuss recent correspondence regarding Blue Heart status for ten verges in Claygate, and agree appropriate action.

Bill Raspin spoke about his work in getting certain verges in the village designated as Blue Heart areas. He noted that the Claygate Village Association had given their support to the idea and he had come to the meeting to request that CPC EH&TC do likewise. After a brief discussion, the committee agreed that it was pleased to do so. It was agreed to write a letter to do this. Also to add our support to our social media and website and to discuss this with Peter Whitehead for inclusion in the next edition of the Claygate Courier. Proposed by Cllr Bray and seconded by Cllr French. Carried unanimously. ACTION – Cllr Bray E㉕023

19.	To give an update on the bench on The Parade.
	This is still in progress and will be updated at the next meeting. NB an SCC/CPC meeting took place on The Parade, 25-JUL-25. ACTION – Cllr Holt E㉕024

20.	To give an update on the Drop Kerb at the end of The Parade.
	Cllr Bray noted that he had reported on this at the June meeting. He had been reluctant to enquire progress again for this meeting, for fear of simply annoying those responsible. However, he will seek another update from Network Rail in advance of our August meeting. ACTION – Cllr Bray E㉕025

21.

To discuss recent correspondence with Castle Water (CW) and agree any appropriate action.

Cllr Bray reported that this is a significant issue given that CPC believes it has been wrongly billed c.£2.4k [in two tranches] by CW, who have removed this money from our account by direct debit, before same was cancelled. CW are proving extremely difficult to deal with, but he is progressing our efforts to recover our funds. [NB: an onsite meeting on 25-JUL-25 resulted in the meter being located and found to read 00000.008!! So, good news, and progress] ACTION – Cllr Bray E㉕026
