Minutes of the Planning Committee Meeting of Claygate Parish Council held on Thursday 10th October 2024 at 7.30pm at Treetops Pavilion, Recreation Ground, Church Road, Claygate

Present:	Chair: Cllr Sheppard
Council Members:	Cllr Bingham, Cllr Bray, Cllr Collon and Cllr Herbert
In attendance:	Dawn Lacey (Parish Clerk & RFO) Non-voting Advisors: John Bamford and Vanessa Relleen Three members of the public

1.	Apologies for absence.
	Apologies were received from Councillors Holt and Moon and non-voting Advisor John Burns.

2.	Declarations of interest in the agenda.
	None.

3.	Confirm the minutes of the 12th September 2024 Planning Committee meeting.
	These were agreed to be correct and signed by Cllr Sheppard. Carried unanimously.

4.	Review actioning of items from previous minutes and agree any further action required.
	Item 12: Remit is still ongoing. Action: Clerk to place on Agenda for November meeting.

5.	Review planning correspondence, notification of applications and outstanding results and agree any action required.
	None.

6.	Review Report on Applications Decided, and Appeals Lodged and Decided since last meeting and agree any action required.
	No action required. However the Clerk to follow up with Paul Falconer from EBC Planning to schedule a meeting with Planning Committee members. ACTION - Clerk.

7.	Discuss planning applications from Elmbridge Borough Council (EBC) Weekly Planning Lists (https://www.elmbridge.gov.uk/planning) for the following weeks and agree responses required: w/e 20th, 27th September and 4th October.
	Please see attached letters to EBC T Plan.

8.	Receive a report on EBC’s East Area Sub Committee Meeting and agree any action required.
	Nothing to report. The next meeting will be held on Monday 4th November 2024.

9.	Receive a report on EBC’s Planning Committee Meeting and agree any action required.
	Nothing to report. The next meeting will be held on Wednesday 23rd October 2024.

To discuss the status of the Elmbridge Local Plan.

It was reported by Cllr Sheppard that the Inspector considers the plans unsound. A full revision of housing numbers in accord with the Government’s existing standard calculation is required, as well as a revisit of Green Belt boundaries. EBC have written to the Inspector requesting a 12-month timescale to re-complete their plans, 15 months if possible. But it will be up to the discretion of the Inspector as to whether this is agreed or not. The question was raised: ‘What would CPC do if somewhere in Claygate comes under threat?’ It was noted that if the Green Belt comes under threat, we do have a budget to hire Planning Consultants/lawyers to fight this on our behalf. It was agreed to add an agenda item to the next Planning Meeting to discuss how we may start to get our strategies together for defending our green belt sites and to invite Clive Thompson to join us at this meeting. ACTION - Clerk

11.	Discuss any Communication of key decisions to Residents and agree any action required.
	None.

12.	Matters for information purposes only.
	EBC has recently approved an increase in licence costs for pavement areas outside of shops and cafes from £50 to £350. The CPC is not sure how, or even if, this impacts our shops and cafés. The Clerk to look into this and report back at the next meeting. ACTION - Clerk.
