Minutes of the Planning Committee Meeting of Claygate Parish Council held on Thursday 5th December 2024 at 7.30pm at Claygate Village Hall, Main Hall, Church Road, Claygate

Present:	Chair: Cllr Sheppard
Council Members:	Cllr Collon, Cllr Herbert, Cllr Holt and Cllr Moon
In attendance:	Dawn Lacey (Parish Clerk & RFO) Non-voting Advisor: John Bamford Five members of the public

1.	Apologies for absence.
	Apologies from Cllr Bray, Cllr Bingham and non-voting advisors John Burns and Vanessa Relleen.

2.	Declarations of interest in the agenda.
	None.

3.	Confirm the minutes of the 7th November 2024 Planning Committee meeting.
	These were agreed to be correct and signed by Cllr Sheppard. Carried unanimously.

4.	Review actioning of items from previous minutes and agree any further action required.
	All completed.

5.	To answer any questions from members of the public.
	None.

6.	Review planning correspondence, notification of applications and outstanding results and agree any action required.
	None.

7.	Review Report on Applications Decided, and Appeals Lodged and Decided since last meeting and agree any action required.
	Cllr Bray had commented on applications 2024/2462 7 Fisherdene and 2024/2284 9 Fairlawn Close as EBC had refused both these applications. The Fishersdene decision appears to be inconsistent with other decisions in Claygate. Cllr Sheppard pointed out that there appeared to be a significant issue with surface water drainage on the Fairlawn Close site.

8.	Discuss planning applications from Elmbridge Borough Council (EBC) Weekly Planning Lists (https://www.elmbridge.gov.uk/planning) for the following weeks and agree responses required: w/e 8th, 15th, 22nd and 29th November.
	Please see attached letters to EBC T Plan (Appendix 1—not included).

9.	Receive a report on EBC’s East Area subcommittee Meeting and agree any action required.
	The last meeting was cancelled – so nothing to report. The next meeting will be held on Monday 9th December 2024.

10.	Receive a report on EBC’s Planning Committee Meeting and agree any action required.
	The last two meetings were cancelled – so nothing to report.

11.

To consider and, if felt appropriate, approve the draft CPC Planning Strategy in the light of the outcome of the Examination of Elmbridge’s Draft Local Plan.

The Committee discussed the evolving situation of the Elmbridge Local Plan against the background of the new Govt housing policy. It was felt that we do not need a new strategy, merely some additional background information and perhaps clarifications of our policies in the light of the changing planning environment. It was agreed that Cllr Sheppard would table a paper to present at our January meeting, by which time the new NPPF should be out. It was also noted that the current plan expires in 2026. ACTION – Cllr Sheppard

12.	Discuss any communication of key decisions to residents and agree any action required.
	Cllr Moon to stay aware of any changes with the NPPF (National Planning Policy Framework) and to agree some wording for our Social Media pages with Planning Committee members. ACTION – Cllr Moon and Cllr Holt

13.	To update from the meeting held with Paul Falconer from Elmbridge Borough Council.
	The Councillors had a valuable training session with Paul which was very interesting, reviewing differing views between EBC and CPC on some planning applications. Some of this would be an element of judgement. The Clerk to email Paul to ask about his slides, especially the illustration of the 45-degree rule. ACTION: Clerk
